Mangin is one of the thirty-one barangays in Dagupan City, Pangasinan. It has the most number of households vulnerable to flooding in the city. Its livelihood opportunities include employment in public and private offices, agriculture and fisheries, operation of public transportation, retail stores, and small-scale entrepreneurship. Many families also receive remittances from family members working as OFW’s (ADPC, Safer Cities 2009). Mangin is constantly beset by recurring floods due to tributaries of a major river system (Agno?) that make it susceptible to flooding disasters during the monsoon and typhoon season in the months of July-December. As part of a larger framework on disaster preparedness, Mangin along with other barangays in Dagupan City participated in (Program for Hydro-Meteorological Disaster Mitigation in Secondary Cities in Asia) PROMISE, a project involving participatory risk assessment and the institutionalization of an early warning system that aimed to focus a culture of preparedness and mitigation rather than post-disaster activities. The major objective of PROMISE was to foster self-initiative and create a comprehensive risk-reduction plan in the communities of Dagupan city.
